PHOTOVOLTAIC IN SLOVAKIA GETS COMPETITIVE

Slovakia’s new renewable energy legislation has gone into effect September 1, 2009. The act provides a favorable feed-in-tariff system, which includes photovoltaic energy power generation. The feed-in tariff scheme of the act is based on a “premium payment on top of the basic electricity price set by the Office for Regulation of Network Industries (the Office) for a certain type of renewable energy. The premium payment is equal to the difference between the basic price and the price of electricity set by the Office for the electricity to cover losses in the distribution grid. The Office sets the basic price mainly depending on the date of initial operation, reconstruction or modernization of a power generating installation, its installed capacity and its used technology.
A producer of RHEC Electricity is entitled to a premium on the basic electricity price for 15 years after the initial operation, reconstruction or modernization of a power generating installation. The basic price of electricity used for the calculation of the premium will be the same for the entire period during which the electricity producer is entitled to the premium. Nevertheless, the Office may increase this price by a coefficient of nuclear inflation and a coefficient reflecting the technology used.”
The Act also provides for other support, such as (i) the right of RHEC Electricity producers to priority connection, access, transmission, distribution and supply of electricity, (ii) an offtake of RHEC Electricity by operators of regional distribution grids to cover the distribution grid’s losses and (iii) obligatory assumption of liability by an operator of a regional electricity distribution grid for a deficiency of RHEC Electricity producers.”

GIFI ADDRESSES MARGINAL AREAS IN ITS NEW PROPOSAL FOR ITALIAN FEED-IN-TARIFFS

GIFI (the Association of Italian PV Companies), in occasion of the last Italian Energy Summit in Milan (30st Semptember 2009) presented itsposition concerning the up-coming reductions of the Italianfeed-in-tariff system (Conto Energia).
GIFI sustains the need for re-modulating the tariffs, with an eye on differences.
GIFIproposes a new feed-in regime for the period 2011-2015, that wouldforesee as well as raising the total incentivable power from thecurrent 1200 MWp to 7000 MWp, also the re-formulation of the existingpower classes, as well as special bonuses for systems integrated onbuildings ( 25), systems replacing asbestos or ethernit roofs ( 10) andsystems installed over marginal areas such as landfills or quarries,that are jeopardized from the environmental point of view.
Thespeech stressed also the long term positive impacts linked with a widediffusion of PV systems in Italy. A study managed by the University ofPadua in collaboration with GIFI in fact envisages the possibility ofcreating more than 90.000 job places in the photovoltaic sector with aPV power increase equal to 15.000 MWp by 2020. Moreover the feed-inmechanism could produce an income for the State coffers ofapproximately 521 milion € coming form VAT and 156 milion € linked toavoided CO2 emissions.

PVS IN BLOOM PROJECT GAINS ATTENTION AT INTERNATIONAL RE CONFERNECE IN WOLFSBERG

During the two days event organised by Chamber of Commerce in Wolfsberg (Austria), on September 28- 29th, we had the chance to present the project PVs in Bloom. In this activity took part many companies and public sector institutions coming from 4 countries: Italy, Germany, Slovenia and Austria, which deal actively in their businesses on a national and international level with topics like energy and innovation. This activity consisted of 2 workshops "Energy line" and "Compound solid fuel pellet"

The PVs in BlOOM Project at RAVENNA 2009

The PVs in BLOOM Project has been presented within a dedicated Lab-Meeting during the three day event of “Ravenna 2009- waste, water,energy. Sustainability, innovation, cities and territory”, that wasopened to organizations, companies, institutions and stakeholders working in the field of sustainable energy and water and wastemanagement. The event took place in Ravenna (Italy) from the 30th of September to the 2nd October 2009, and included Conferences, Workshops, LabMeetings and Cultural events.
