SOLAR PARKS PROSCRIBED ON FERTILE LANDS

The prohibition of changing the use of plots of land from agricultural to another administrative category will jeopardize the implementation of solar park projects that are linked to EU funding. Bulgarian Photovoltaic Energy Association data show that companies have asked for 50 million euro of funding in the framework of  the Rural Development Program. Recently, the Minister of Agriculture, Mirislav Naydenov, said that the restrictions will be introduced for the building of clean energy plants. A ban is necessary concerning the switching of a plot of land from fertile land to industrial land (from Category 1 Category 2). About 500 requests to change the intended use of 750 hectares of agricultural land were submitted to the Ministry. According to the Bulgarian Photovoltaic Energy Association, the ban should only cover categories 1 and 2, which represent 2 of cultivated land in Bulgaria. Investors in solar and wind power projects are primarily interested in lands of the categories 3 and 4.

NEXT RELEASE OF THE PVs IN BLOOM STRATEGIC VISION DOCUMENT

The Strategic Vision Document, offering projections on Europe’s potentialities in terms of electrical energy production from PV plants used top reclaim marginal areas will soon be released.
The issues touched by the Document range from the strategic role of public administrations in urban and landscape planning, case studies on PVPP profitability, best practices of marginal area reclamation and much more.
An abstract of the Document will be available on the web-site (www.pvsinbloom.eu) or in the complete version upon request to one of the Project partners.

THE PVS IN BLOOM EUROPEAN PORTAL

The Project: the PVs in BLOOM Project aims at promoting the installation of ground PV plantations of medium and small size ranging from 50 kWp to 1-2 MWp on marginal areas (PVPPS), that is terrains that have lost their primaryf unction and do not respond anymore to investments.

There covering of marginal areas through PVPPs allows to exploit resources that would otherwise represent a missed investment (if not a cost) for public administrations, landowners and citizens.

The website is available at www.pvsinbloom.eu and collects PVPP best practises in different regions of  Europe, information about Project activities and publications. A map that showsthe position of the PVPP Best Practices is also active on the homepage of the web-site.

The opportunities for companies: the Project also aims at supporting networking among relevant actors of the PVmarket and stimulating investments. The PVs in BLOOM European portal gives free visibility to companies and other private and public stakeholders working in the field of photovoltaics, and offers an outlook on municipalities and other actors potentially interested in investing in PV plants.
