The triggering of 4 pilot PVPPs in the Veneto region over landfills

Thanks tothe action of the coordinator of PVs in BLOOM, Unioncamere del Veneto,among others a 1 MW photovoltaic system will be built in Noale, Venice, on the formerlandfill called C? Barbiero. After delivering of prefeasibility study by Unioncamere del Venetoin collaboration with ENEA, the project was temporarily deadlocked because offinancial shortages in the municipality.
The PVPPis being built and will be due by the end of 2011. It will have a megawatt ofpower and will be the largest plant in Italy made over a former landfill.The project, realized by the City of Noale in collaboration with Veritas (thelocal public utility), will be build with last generation photovoltaic modulesof silicon that will occupy about 3 acres of former landfill. The panels fittedwill not cause environmental pollution, nor emit electromagnetic radiation. Theplant will save 5,500 tons of fossil fuel and to avoid emissions of 11,000 tonsof greenhouse gases. The energy produced will satisfy the electricity needs of350 families in Noale.

Sospirolosaid yes to the "photovoltaic field": the aim is exploiting disusedand degraded sites to produce solar energy. The solicitation came from Unioncamere Veneto the city councilgave an acceptation. The administration charged engineer Savi to make apreliminary study to evaluate the feasibility of the project, which waspresented during the session.
“Theformer landfill has been identified as a disused area – Savi explained - whichwill be added to the adjacent private land to reach approximately 17 thousandsquare meters. 700 thousand kilowatt-hours could be produced per year,exploiting the most of usable area. But we have to consider that themunicipality debt capacity is maximum 2 million and a half euros forinvestment, so we assumed a plant producing 550 thousand kwh / year. It wouldcover the entire energy needs of the territory, which is around 440mila kwh /year, and the remaining would be sold to ENEL. Currently these installationslast 30 years. We calculated that the City will have an annual cash flow of61,409 euros with net investment and maintenance costs. The system will be paidin 10 years so the City will enjoy the profits for the next 20 years”. “If weconsider - the mayor Renato Moro adds – that Sospirolo spends about 50 thousand euros inelectricity, the profits will rise to over 100 thousand per year”.
Sospirolo takes as an example Carano in Val diFiemme, which currently have the largest public photovoltaic field in Italy. Theassumptions have been made, so the next step is to prepare the call forproposal. The company that will provide the most economically advantageousoffer - not only for the price but also for the performance and the duration ofinstallation– will take the contract. Even the political minority party isfavor for the project, but they are asking to be most involved in order to givecontribution to the initiative.

  • Prevision of further RES investments around the area: unknown

Municipality of Tempio Pausania, 1,056 MW (two linked plants of 528,12 kW each one), on the industrial area. Autorization was asked in November 2009 by B. Energy srl, it is finished in November 2010 and it was linked on the electrical grid the 28th April 2011.  The Energy Agency supported the community in the same way of the other communities and , in addition, through the local so called “service conference”. It is necessary to underline the difficulties emerged during the authorisation process period, regarding the lack of awareness of procedure by public officials at all levels. This is an important problem for the companies for investing in the area.

  • Volume of investment: € 2.052.000,00
  • Key turned in the month of: not linked toelectrical grid : it is during sell phase to other investor
  • Prevision of further RES investments aroundthe area: Near Fiumesanto is during the building phase a very large PV plant,it supposed of 45 MW.

Municipality of Porto Torres, 1,022 MW (Two plants :241.92 kW; 780 kW), on the industrial area. The authorization for theinstallation o f PV plant has been realized through a SUAP for the first plantand with the Unique Authorization the last two. It was necessary a year for theUnique Authorization. The PV plants are connected to the electrical grid. Thefirst PV plant has been connected the 27th August 2009, while the last two areduring the connection phase : there are same problems with the PV plantownership . PEPS support consisted in delivering PVPP project information,involving the local community in order to have the Letter of Intent, networkingwith the technical officer of the commune and with the company owner of theplant in order to know the work start up time and procedures.
